Akademisches Profil

Uwe Puetter ist Professor für Europäische Integration und Europäische Politik an der Europa-Universität Flensburg (EUF). Professor Puetter ist Sprecher des Instituts für Gesellschaftswissenschaften und Theologie (IGT). Zuvor war er Professor of European Public Policy and Governance an der Central European University (CEU) in Budapest, wo er seit 2004 gelehrt hat. Er unterrichtet ebenfalls am College of Europe in Brügge. Die Forschung und Lehre von Uwe Puetter ist auf das politische System der Europäischen Union (EU) ausgerichtet. Er ist einer der führenden Experten in Bezug auf die Arbeit des Europäischen Rates und des Rates und forscht zum institutionellen Wandel innerhalb der EU und den aktuellen Herausforderungen der Europäischen Integration. Kürzlich erschienene Veröffentlichungen sind 'The Institutions of the European Union' (Oxford University Press 2021) (mit Dermot Hodson und Sabine Saurugger), 'Who determined what governments really wanted? Preference formation and the euro crisis' (mit Robert Csehi) und ‘The European Union in disequilibrium: new intergovernmentalism, postfunctionalism and integration theory in the post-Maastricht period’ (mit Dermot Hodson).

Professor Puetters Forschungsbeiträge 'Europe's deliberative intergovernmentalism: the role of the Council and the European Council in EU economic governance' und 'The new intergovernmentalism: European integration in the post-Maastricht era' zählten wiederholt zu den TOP 10 der am meisten gelesenen Artikel des Journal of European Public Policyund des Journal of Common Market Studies (JCMS). Der JCMS Artikel und das Buch 'The new intergovernmentalism: states, supranational actors, and European politics in the post-Maastricht era’ (Oxford University Press 2015) entstanden zusammen mit Chris Bickerton und Dermot Hodson. Sie entwerfen einen neuen theoretischen Rahmen für die Analyse der gegenwärtigen europäischen Integration und ihrer politischen Herausforderungen und Herausforderer. Uwe Puetter ist Autor der Bücher ‘The European Council and the Council. New intergovernmentalism and institutional change’(Oxford University Press 2014), ‘The Eurogroup. How a secretive circle of finance ministers shape European economic governance’ (Manchester University Press 2006) und 'Die Wirtschafts- und Sozialpolitik der EU' (UTB 2008).

Zusammen mit Sergio Fabbrini ist Uwe Puetter Mitherausgeber des Sonderhefts 'Integration without supranationalisation: the central role of the European Council in post-Lisbon EU politics' des Journal of European Integration vom Juli 2016. Die Ausgabe diskutiert die zentrale Rolle des Europäischen Rates und des Rates innerhalb von EU Entscheidungsprozessen und stellt Fallstudien zu verschieden Politikbereichen und den inter-institutionellen Beziehungen mit der Europäischen Kommission und dem Europäischen Parlament vor.

Uwe Puetter war Mitglied des von Europäischen Kommission geförderten Horizon 2020 Projekts 'EMU Choices', das die Entscheidungsfindung und Verhandlungsführung der EU Mitgliedsstaaten während der Eurokrise untersucht hat. Er war auch Mitglied des ebenfalls von Europäischen Kommission geförderten FP7 Projekts 'bEUcitizen', bei dem er die Themenschwerpunkte ‘Market constraints and political choice’ und ‘Democratic parliamentary control in times of crisis’ geleitet sowie das Work Package 'Forward looking activities' mitverantwortet hat.

Professor Puetter wurde in den Jahren in 2011, 2013, 2015 und 2017 zum Mitglied und später stellvertretender Vorsitzender des Auswahlpanels 'SH2: Institutions, Values, Beliefs and Behaviour' für die Advanced Grant Förderung durch den European Research Council ernannt. Er war Mitglied des Kommittees der 'University Association for Contemporary European Studies' (UACES) und des Sprecher/innen-Teams des Arbeitskreises Integrationsforschung der 'Deutsche Vereinigung für Politikwissenschaft' (AKI-DVPW). An der CEU leitete er das Center for European Union Research von 2010-2019 und war der erste Leiter des 2006 gegründeten Departments of Public Policy.

Nach seinem Studium der Politikwissenschaft und Philosophie an der Universität Hannover promovierte Uwe Puetter 2004 an der Queen's University Belfast. Er führte die erste umfassende Analyse der Eurogruppe durch, dem informellen Gremium der Eurofinanzminister. Für seine Promotion zur Eurogruppe erhielt er von der britischen Political Studies Association den 'Lord Bryce Prize for Best Dissertation in International Relations/ Comparative Studies in 2003-2004' und den 'Ernst B. Haas Prize' der American Political Studies Association.
