The Application Procedure
The application to the Europa-Universität Flensburg takes place in two steps:
1. the online application process and
2. uploading of all required application documents.
A parallel application/registration with the Foundation for University Admissions (DoSV) is not necessary.
In the online application, you must enter all the required data for your chosen degree program. At the end of the online application, you must upload all required documents. You will find a list of the documents required for the application in the application information sheet for your degree program. The documents must be uploaded to the portal no later than the last day of the application period (application deadline).
Once your documents have been received, they will be reviewed. You must then verify in the application portal whether the application is complete or whether any documents are missing. You will receive a notification in the portal and, if you have activated the function, an e-mail informing you that your application status has changed. Any missing documents listed in the application portal must be submitted no later than the application deadline. It is NOT possible to submit documents after the application deadline.
If you have made a mistake in the online application, you can make changes until you have submitted the application form. If you make a mistake after submitting your application, e.g. an incorrect subject combination, you must submit a new application. You will then receive a new application number.
It is important to note that you may only apply for one admission-restricted degree program (or one admission-restricted combination of subjects). If several applications are received for degree programs with restricted admission, only the last application processed by the Admissions Office will be considered in the selection process.
Please note: Online applications submitted before the official application start date cannot be considered. This also applies if application documents are received after the application deadline. Applicants are solely responsible for the timely submission of their application documents.
If you have made a mistake in the online application or if you want to change your application, you can reapply online at any time. You will then receive a new application number. Only your most recently submitted application will be considered in the selection process; all previous applications will be disregarded.
How the online application works
You may only apply for one restricted-admission degree program (or a combined restricted-admission degree program). If you apply for several applications for admission-restricted programs, during the selection process the university will only consider your most recent application processed by the admissions office.
Please note: Online applications submitted before the official application start date cannot be considered. This also applies if your application materials are received after the application deadline. The responsibility for ensuring that your application is received by the deadline is entirely up to you.

Applicants Who Have Completed Military or Other Official Services
Applicants who have completed certain official services (military service, civilian service, FSJ, federal voluntary service, etc.) no longer need to count on an extended waiting period. However, they can be important as a tie-breaking mechanism, if two applicants receive equal ranking during the selection process.
If you indicate in your online application that you have served such a term of service, your application documents must include a simple copy of the appropriate proof of this. Admissible forms of proof are either the official certificate of the completed service or (if the your term of service has not yet ended at the time when you apply) a current statement from your service institution confirming the beginning, end and type (FSJ, Bundesfreiwilligendienst, etc.) of service you are performing.
Only if you are applying for "preferential selection" do you have to get this document officially certified by a public notary (Beglaubigung)
Hardship Application
Hardship Application
In justified special cases, the university may admit applicants for admission-restricted courses of study within the framework of the so-called hardship quota.
In this case, such serious health, social, or family reasons must be present that the applicant cannot be expected to wait even one semester for admission when applying the strictest standards. There must, therefore, be a special circumstance that describes your current and future situation.
Circumstances existing in the past are not relevant. For that, you may apply for disadvantage compensation.
If you are of the opinion that you can legitimately claim to be in an exceptional situation that justifies your immediate admission into the program, you must submit a hardship application together with your application documents. You must also indicate right from the start, during your online application, that you are applying for consideration as a case of "hardship."
Below you will find some examples of reasons that may or may not lead to consideration as a hardship case, as well as the downloadable application form for hardship consideration.
Especially if your case is health-based, please be sure to attach a specialist medical expert assessment (comprehensible to non-doctors) which contains a clear prognosis of the course of your illness.
International Applicants
International Applicants
All applicants to a degree program at EUF must complete the online application procedure.
The following foreign applicants can apply under the same terms as German applicants:
- All foreign applicants or stateless persons who have acquired a German higher education entrance qualification, or who have already completed a degree program in Germany that entitles them to take up the desired degree program.
- Citizens of a member state of the European Union (EU)
- Citizens of signatory states to the Agreement on the European Economic Area (EEA) that are not members of the EU (i.e. Iceland, Liechtenstein, and Norway)
- Foreign applicants with family members who are citizens of a member state of the EU or of a state party to the EEA Agreement
All international applicants who do not have a German-language university entrance qualification (e.g. Abitur) require proof of sufficient German language skills. You can find an overview of recognized certificates under "Additional qualifications."
Please note:
As an international applicant, you should submit your documents as early as possible or preferably submit your certificates and translations of them to the admissions office for review before the official application deadline (scanned documents by email).
You will then receive an assessment of the certificate, which you should then submit along with your application.
If verification is not possible, your documents must be sent by the admissions office to the central office in Bonn. The review process there can take several months. Nevertheless, in order to participate in the selection procedure, the university must receive the result of the Bonn review by the application deadline at the latest.

Admission requirements
Admission requirements include:
- A general higher education entrance qualification (Abitur) or
- A subject-based university entrance qualification in the fields of economics and social affairs
Keep in mind that the Fachhochschulreife (advanced technical college certificate) does not entitle the holder to university admission in Schleswig-Holstein. Additional Requirements
The degree programme requires good knowledge of both English and German in accordance with the study qualification statutes of Europa-Universität Flensburg.
Evidence must be provided that one of the two languages is mastered at CEFR level C1 and the other at level B2 (minimum).
The degree programme B.A. Social Sciences: Social and Political Change requires proficiency of the English language. Evidence of English language skills must be provided by the application deadline at the latest. Otherwise, applicants are excluded from the selection procedure.
The certificate submitted as evidence of language proficiency must not be older than two years from the beginning of the semester in which you apply for enrolment. The following certificates are recognised equally:
C1:
- TELC Level C1,
- TOEFL iBT - Internet-Based Testing: at least 94 points,
- IELTS Academic (International English Language Testing System): Band Score at least 7.0
- Cambridge English:
- Advanced (CAE): min. Grade C; min. score on Cambridge English Scale: 180 and
- Proficiency (CPE): min. score on Cambridge English Scale: 180.
B2:
- A grade point average of at least 10 in English in upper secondary school, where English must have been continued uninterruptedly until the Abitur (average score of the last two years),
- TELC Level B2,
- TOEFL iBT - Internet-Based Testing: at least 70 points,
- IELTS Academic (International English Language Testing System): Band Score 6.5 as well as
- Cambridge English: FCE (First Certificate in English): Grade B.
The admission committee decides on the recognition of other certificates as equivalents.

Proof of sufficient knowledge of the German language shall be provided by means of a German-language school leaving certificate, a German-language degree or a German-language certificate. The certificate presented as proof of German language proficiency must not be older than a maximum of two years from the date of the examination to the beginning of the semester for which enrolment is requested.
Evidence of German language skills must be provided by the application deadline at the latest. Otherwise, applicants are excluded from the selection procedure. The following certificates are recognised equally:
C1:
- TestDaF TND level 4 (with level 4 in all sub-tests),
- Goethe-Zertifikat C1,
- DSH 2 (≥67%): Level C1,
- DSD II: Level C1,
- TELC "telc Deutsch C1 Hochschule",
- German Language Diploma of the KMK - Second Level,
- Certificate of the examination to determine aptitude (Feststellungsprüfung),
- Großes and Kleines Deutsches Sprachdiplom
- certificate of the Zentrale Oberstufenprüfung (ZOP) of the Goethe-Institut
- "Deutsche Sprachprüfung II" of the Sprachen- und Dolmetscher-Institut München.
B2:
- TestDaF TND Level 4,

- DSH 1 (≥57%): Level B2,
- DSD 2: Level B2 as well as
- TELC B2.
