Applying for Admission to the B.A. Program in European Cultures and Society

Selection Process

The Selection Process

The European Cultures and Society BA program at EUF is especially geared towards international students (degree program approval/letter issued by the Ministry of Social Affairs, Health, Youth, Family and Senior Citizens, VII 515, on July 20, 2017).

This degree program has restricted admission
Study places are allocated as follows:

  1. 40% go to international applicants from non-EU member states and
  2. 60% go to Germans and (§ 22 of the Higher Education Admission Ordinance) international applicants who have the same status as German applicants (e.g. nationals of European Union member states).

The selection process is based on the following criteria:
Only applications received in the correct form and on time will be admitted to the selection process.

Procedure:

First, the university forms so-called preliminary quotas with the following distribution:

  • International applicants from non-EU countries (8%)
  • Hardship cases (2%)
  • Top athletes (2%)
  • Second degree applicants (3%)
  • Vocationally qualified (applicants without final school exam grade) (5%)

If you belong to this group of applicants, you will be granted pre-admission.

The remaining study places are then allocated as follows:

  • 20% exclusively on the basis of performance (final school exam grade)
  • 20% exclusively on the basis of the waiting period (Wartesemester)
  • 60% on the basis of the university selection process

During university selection, only the final school examination grade is evaluated.

Preferential selection

If you cannot take up your place at the university because you have been admitted to the degree program either at the start or during your term in one of the so-called services (FSJ, FÖJ, Bundesfreiwilligendienst, etc.), you are entitled to apply for preferential selection (bevorzugte Auswahl) once you have completed your term of service, when you reapply to the university to which you have been admitted. Preferred selection is not available, for example, if you have been admitted to the B.A. program in International Management with the Danish concentration and choose the Spanish concentration the year after you have completed your service.

To be given preferential selection, you must again apply for the same degree program(s), which itself must also be offered when you reapply.

Application procedure for preferential selection

You complete the online application procedure again in the usual manner and, when prompted, answer "yes" to the question about the preferential selection.

In addition to the usual application documents, you must also submit a copy of last year's admission notice and a document confirming that you completed your service, in which your exact starting and completion dates for the service are listed.

Please note: The contract of service does not represent a confirmation that you actually performed a service. It must always be issued by the institution providing the service, not by the institution where the service was completed.

If you meet the requirements for preferential selection and submit the required documents, the university will grant you admission before the selection procedure for other applicants.

Most students will start their studies in the first semester (program semester 1). The application deadlines for program semesters 2-6 are also provided here for those who are applying for admission to an advanced semester.

EU applicants:

Application Process

The Application Process

Applicants to Europa-Universität Flensburg must complete two steps:

  1. Fill out all required fields in our online application portal.
  2. Print, sign, and send in the completed application form, together with all required application documents.

You do NOT have to register with or apply through the Stiftung für Hochschulzulassung (Foundation for University Admissions, DoSV). Please note that you are only allowed to submit one application.

In the online application portal, fill out required fields for your chosen degree program. When you are done, the program will generate a pdf with the following important information:

  • Your personal application number, more information about the application process
  • Your login username +password for the portal
  • A link to the application instructions for your degree program 
  • A list of the required application documents for that EUF program

Print out this pdf and sign it. As a final step, you'll need to mail this signed paper printout of the form, plus all required documents for your degree program, to the EUF admissions office. The office's mailing address is pre-printed on the application form.

Important note: Your application documents must be received by EUF no later than the application deadline. Neither the postmark date nor the date when you completed the online application matter in this context.

After receiving your application, EUF will review all your documents. During this time, you can check for yourself in the application portal to make sure your application isn't missing any documents. If they are, you will receive an email from the admissions office informing you that your application status has changed. Please note: You must submit any missing documents listed in the application portal by the application deadline. Late applications will not be accepted.

If you have made a mistake in the online application or if you want to change your application, you can reapply online at any time. You will then receive a new application number. Only your most recently submitted application will be considered in the selection process; all previous applications will be disregarded. 

How the online application works

You may only apply for one restricted-admission degree program (or a combined restricted-admission degree program). If you submit several applications for admission-restricted programs, only your most recent application will be considered.

Please note: Online applications submitted before the official application start date or after the application deadline cannot be considered. The responsibility for ensuring that your application is received by the deadline is entirely up to you.

Applicants who have performed military service or other official services

Applicants who have performed military service or other official services (civilian service, FSJ, federal voluntary service, etc.) no longer need to count on an extended waiting period. Having done such a service can be an important tie-breaking mechanism in the case of two equally ranked applicants.


If you indicate in your online application that you have served such a term of service, you will need to attach a simple copy of the appropriate proof when you send in your application. Admissible forms of proof include either of the following: 

  • The official certificate of the completed service (if you have already finished your service term)
  • A current statement from your service institution confirming the beginning, end and type (FSJ, Bundesfreiwilligendienst, etc.) of service you are performing (if you submit your application before your term of service ends).

Only applicants who are applying for preferential selection need to get this document notarized (Beglaubigung).

Hardship Application

Hardship Application

In justified special cases, the university may admit applicants for admission-restricted courses of study within the framework of the so-called hardship quota.

In this case, such serious health, social, or family reasons must be present that the applicant cannot be expected to wait even one semester for admission when applying the strictest standards. There must, therefore, be a special circumstance that describes your current and future situation.


Circumstances existing in the past are not relevant. For that, you may apply for disadvantage compensation.

If you are of the opinion that you can legitimately claim to be in an exceptional situation that justifies your immediate admission into the program, you must submit a hardship application together with your application documents. You must also indicate right from the start, during your online application, that you are applying for consideration as a case of "hardship."

Below you will find some examples of reasons that may or may not lead to consideration as a hardship case, as well as the downloadable application form for hardship consideration.

Especially if your case is health-based, please be sure to attach a specialist medical expert assessment (comprehensible to non-doctors) which contains a clear prognosis of the course of your illness.

Advanced Semester Admission

Applying for Admission to an Advanced Semester

As a prerequisite for admission to an advanced semester, the Admissions Committee, the Examination Committee, and/or the receiving institute must have reviewed and accepted as valid any examinations you have already taken in other degree programs. They must also confirm that you place into an advanced semester.

Advanced-semester applicants must submit a separate application for admission to an advanced semester (including all required documents) in addition to the normal application materials.

Of course, your application for advanced-semester placement is still subject to all the admission requirements for first-semester applicants.

If you have questions about transferring a course or courses taken at an external institution (recognition) or about advanced placement, please first contact the faculty advisor for your chosen degree program or subject.

An overview of all the available study places in all subjects and subject semesters is always available at the start of each application process. This can help you assess your chances of being admitted into a specific subject.

International Applicants

International Applicants

All applicants to a degree program at EUF must complete the online application procedure.

The following foreign applicants can apply under the same terms as German applicants:

  • All foreign applicants or stateless persons who have acquired a German higher education entrance qualification, or who have already completed a degree program in Germany that entitles them to take up the desired degree program.
  • Citizens of a member state of the European Union (EU)
  • Citizens of signatory states to the Agreement on the European Economic Area (EEA) that are not members of the EU (i.e. Iceland, Liechtenstein, and Norway)
  • Foreign applicants with family members who are citizens of a member state of the EU or of a state party to the EEA Agreement

Certified copies of the school leaving certificate as well as certified German or English translations of these must be submitted, as well as proof of sufficient English language skills (see "Admission requirements") in plain copy.

International applicants should submit their documents as early as possible, or (preferably) submit their certificates plus translations to the admissions office for review before the official application deadline. If verification is not possible, the documents must be sent by the admissions office to the central office in Bonn. The review process there can take several months. However, in order to participate in the selection process, the result of the review must be received by the application deadline at the latest.

Please note:

As an international applicant, you should submit your documents as early as possible or, preferably, you should submit your certificates and translations to the admissions office for review before the official application deadline (scanned documents by email).

You will then receive an assessment of the certificate, which you should then submit along with your application.

If verification is not possible, your documents must be sent by the admissions office to the central office in Bonn. The review process there can take several months. However, in order to participate in the selection process, the result of the review must be received by the application deadline at the latest.

Disadvantages Compensation

Disadvantages Compensation

If certain conditions are met, you can apply for compensation for disadvantages. If such a request is approved, your grade or the waiting period calculated at the time of application will be adjusted in your favor. A distinction is therefore made between these two requests:

  • A request that the university assign a higher grade to your final school exam grade (Abiturnote)
  • A request that your waiting period be shortened

Such requests may be made if special circumstances prevented you from obtaining a better final grade at school, or from taking the final school exam at an earlier date.

In the Information about compensation for disadvantages you can read about the prerequisites for applying for disadvantage compensation, and the conditions under which such an application can be considered. You must always attach a detailed school report to your application requesting that a higher grade be assigned for your final school exam grade. You can also find information on this report in the above information.
Since such a report is very detailed, you should submit the report with sufficient time to ensure that it arrives at the university in a timely manner. The application must be submitted together with your application documents, and it must contain all the necessary supporting documents.

Admission requirements

Admission requirements include:

  • A general higher education entrance qualification (Abitur) or
  • A subject-based university entrance qualification in the fields of economics and social affairs

Keep in mind that the Fachhochschulreife (advanced technical college certificate) does not entitle the holder to university admission in Schleswig-Holstein. Under the tab "Studying without an Abitur," you can learn more about the vocational qualifications that entitle you to study at the university level.

Language requirements

Additionally, adequate proficiency in English is required.
The certificate presented as proof of language proficiency must not be older than two years from the start of the semester for which you seek enrollment. The university also recognizes the following credentials:

  1. A grade point average of at least 10 in the subject English in the upper secondary school (gymnasiale Oberstufe), whereby English must also have been taken without interruption until the Abitur (average grade of the last four half-years)
  2. A school-leaving certificate from an English-speaking school entitling the holder entrance into higher education
  3. Achievement of specified minimum scores or grades in recognized language tests:
    • FCE (First Certificate in English): Grade B
    • CAE (Certificate in Advanced English): Grade C (passed)
    • CPE (Certificate of Proficiency in English): Grade C (passed)
    • IELTS (International English Language Testing System): Band Score 6.5
    • TOEFL (Test of English as a Foreign Language):
      • Internet-Based Testing: at least 90 points (of max. 120)
      • Paper-Based Testing: at least 577 points (of max. 677)
      • Computer-Based Testing: at least 233 points (from max. 300).

If you are unable to provide proof of the required language skills by the application deadline, you may still apply.


However, possible admission will then be subject to the condition that you have to provide proof that you meet the language qualification by October 31. If you do not submit the proof by this date, you will be irrevocably withdrawn from the program on August 31.

Second Degree

Second Degree

If you have already successfully completed a bachelor's, diploma, master's, or state examination degree program at a German university at the time of application and your selected program has admission restrictions, you are required to apply for admission as a "second degree applicant."

In an admissions-restricted degree program, the selection of second degree applicants is not based on final school exam grade and waiting period, but rather on

  • Your overall grade achieved in the completed degree program
  • Your justification for opting to do a second degree

Based on these two pieces of information the university determines a score, which it then uses to determine whether you can be admitted into your chosen program if the number of applicants exceeds the available study places.

A maximum of 3% of the available places in your chosen degree program will be allocated to second- degree applicants.

EXCEPTION: Graduates of a bachelor's program who are applying to a master's program for the first time are not viewed as second-degree applicants

The Application Procedure

As a second-degree applicant, you go through the online application procedure like everyone else, in the usual way. In one of the online screens, you must answer "yes" to the question of whether your chosen degree program is for a second degree (Zweitstudium). You will then be referred to the "Antrag auf Zulassung zum Zweitstudium" (Application for Admission as a Second-Degree Applicant), which you must submit together with your application documents. You should only use the application form if you are applying for admission to a degree program with restricted admissions.
